Documents also outline considerable spending on upscale accommodations and entertainment for officials and friends. Over a three-month period, Grenell’s team charged the Center over twenty-seven thousand dollars for hotel stays at the luxury Watergate Hotel. These expenses, which included multi-night stays and premium services, are described as “without precedent” for the institution.

Furthermore, thousands more were spent for private lunches, dinners and alcoholic beverages. Invoices show charges for premium champagne, multi-bottle wine orders and charcuterie. Senior staff members with dual roles in political organisations founded or led by Grenell appeared on multiple bills.
